"From 'Talking Leaves' in 1821 when Sequoyah created and standardized the Cherokee syllabary, to 'New Frontier' with the signing of the Cherokee Nation Language and Cultural Preservation Act on July 13 299 (providing for the promotion and preservation of Cherokee language, history and culture). The act formally recognized that survival of a people is dependent upon
