The hat is meant to sit on the top of the head, probably worn tilted to one side and is held in place by an elasticized band affixed to the hat. Wonderful vintage 1930s hat made in a tilt top form by Kathleen Inc. of New York City. Hat is made of synthetic horsehair and lacquered
